Naturally you are less inclined to take risk because you simply don't have a budget to do so. Once you have at least one profitable product/campaign running then it's much easier to test as suggested. You can use profits from your successful campaigns to run tests and you can do it comfortably knowing you will still have enough money to feed yourself at the end of the day.
