I’m sure they don’t understand the industry like we do. But I think they are having to learn.

However I did hear affiliates ask the question do we have to collect and pay tax back when this all 1st hit and people were confused. I’ve also heard the question, do networks have to pay tax since they are paid a %? Neither Q makes sense because neither entity is actually making a consumer transaction. So NY has probably had those questions asked enough times they felt compelled to spell it out.

I can’t help but wonder how much do they understand about affiliates? e.g. the fact that they generally don’t receive payment from the end-customer and in most cases don’t even know who the customer is or where they come from, since that’s all handled by the merchant.
